Chapter 7

Disciplinary Actions

Li Dakang looked bewildered, feeling like a million grass mud horses were galloping through his mind. He hadn't said anything, so how did this get dragged into him?

Misfortune strikes out of nowhere while you're sitting at home?

However, since Gao Yuliang specifically requested that he speak, ignoring him was impossible, especially with so many provincial standing committee members watching.

"Secretary Yuliang, Ding Yizhen's promotion was jointly decided by the Jingzhou Municipal Party Committee and the Provincial Party Committee Organization Department. It was not something that I or Li Dakang could decide. I do have a responsibility for oversight, and I have already made a self-criticism to the Provincial Party Committee."

"As for my ex-wife Ouyang Jing, I have already reported to Secretary Sha that my marriage with Ouyang Jing has long been a sham, so I was unaware of what she did. Hasn't the procuratorate already investigated this matter thoroughly?"

Seeing Li Dakang's anxious face and red neck, Gao Yuliang smiled slightly and said calmly, "Secretary Dakang, don't be anxious. I'm just stating the facts and asking for your thoughts. I didn't say that Secretary Dakang has any problems."

Gao Yuliang crossed his arms and turned to look at Wu Chunlin, the provincial Party Committee's Organization Minister. "Minister Wu, Secretary Dakang's reminder is quite right. Qi Tongwei's promotion was a joint decision made by the Provincial Party Committee's Organization Department and the Ministry of Public Security, not something I, Gao Yuliang, could decide, right?"

"If Qi Tongwei really committed corruption crimes, as the head of the provincial Party committee's organization department, doesn't he bear any responsibility?"

Wu Chunlin's eyes darted around, unsure of what to say. He was responsible for all the appointments of cadres in the province, and if corruption and crimes occurred, he would be held accountable, even with ten heads.

Discipline Inspection Commission Secretary Tian Guofu hurriedly spoke up: "Secretary Yuliang, don't try to change the subject. What we're talking about now is that Qi Tongwei is corrupt. The Provincial Procuratorate didn't report it to you because of your teacher-student relationship with Qi Tongwei. There must be a reason for that."

Wu Chunlin hurriedly chimed in, "Yes, that's exactly what I meant. The comrades from the Provincial Procuratorate acted without authorization, which was indeed disorganized and undisciplined. However, considering the circumstances, they can be dealt with leniently."

Ji Changming, that old fox, seized the opportunity and hurriedly clarified, "We did not consult Secretary Yu Liang about the actions of Lincheng International Hotel, which was also due to this consideration, since Qi Tongwei is involved in this case."

"hehe……"

When it comes to sophistry, Gao Yuliang is a master, and he didn't care about such trivial matters at all. He questioned, "What do you mean by 'there was a reason for everything'? So, the Provincial Procuratorate acted without authorization, and that's considered right?"

"Don't use the fact that Qi Tongwei is my student as a pretext. Qi Tongwei is my student? Isn't Hou Liangping, the director of the Anti-Corruption Bureau, my student?"

"Regarding the Lincheng incident last night, Hou Liangping, the director of the Anti-Corruption Bureau, is suspected of committing job-related crimes. I proposed that he be immediately suspended from his duties and transferred to the Provincial Higher People's Court for investigation. Did I show favoritism towards Hou Liangping, the director of the Anti-Corruption Bureau?"

"I'm making this clear: if the evidence is conclusive and Qi Tongwei is suspected of violating the law, he should be arrested, imprisoned, or executed as appropriate. Everything must be done impartially and fairly!"

Upon hearing this, everyone in the meeting fell silent. As the Deputy Secretary of the Provincial Party Committee and Secretary of the Political and Legal Affairs Commission, Gao Yuliang had no choice but to enforce the law impartially!

On the other hand, Gao Yuliang, facing a five-person attack alone—Li Dakang, Secretary of the Jingzhou Municipal Party Committee; Wu Chunlin, Minister of the Organization Department of the Provincial Party Committee; Tian Guofu, Secretary of the Provincial Commission for Discipline Inspection; Ji Changming, Chief Prosecutor of the Provincial Procuratorate; and Hou Liangping, Director of the Anti-Corruption Bureau—surprisingly gained the upper hand!

This is absolutely unbelievable!

Hou Liangping wanted to say something, but he couldn't get the words out because he didn't have any evidence of his teacher Gao Yuliang's corruption. Saying more would be futile.

Seemingly realizing that Hou Liangping and his group had run out of ideas, Sha Ruijin, who had been observing from the sidelines, suddenly spoke up: "Alright, what Secretary Tian said makes sense, and Secretary Yuliang did not do wrong in handling things impartially. How about this, let's all compromise."

"Zhao Donglai, Director of the Jingzhou Public Security Bureau, acted without authorization and obstructed the provincial Public Security Department's arrest operation, resulting in injuries to two police officers. This is a serious offense and he is hereby given a severe warning within the Party!"

"Ji Changming, the Chief Prosecutor of the Provincial Procuratorate, bears responsibility for negligence in this matter and is hereby given a verbal warning!"

"Hou Liangping, the director of the Anti-Corruption Bureau, acted without organization, discipline, or principles, and obstructed the provincial public security department's arrest operation without authorization, resulting in injuries to two police officers. His actions were egregious, and he has been removed from his Party post."

Before Hou Liangping could retort, Zhao Donglai stood up. "Secretary Sha, I was only assisting the Provincial Procuratorate in handling the case. I had no idea that the Provincial Procuratorate hadn't submitted the application for approval. I was completely unaware!"

"Furthermore, in the Lincheng incident, the Municipal Public Security Bureau only provided assistance throughout and did not hinder the Provincial Public Security Department's arrest operation!"

Hou Liangping's eyes widened suddenly. Wasn't this blatant lying?

"Is that so..."

Sha Ruijin didn't say anything, but instead focused his gaze on Gao Yuliang. Zhao Donglai and Hou Liangping were both his men, and he could protect one of them, but whether he could protect both depended on Gao Yuliang's decision.

Under Sha Ruijin's gaze, Gao Yuliang picked up the thermos, took a sip, gently put it down, and said nothing.

Sha Ruijin immediately understood and changed the subject, saying, "Since Zhao Donglai, the director of the Jingzhou Public Security Bureau, was unaware of this, the punishment will be changed from a severe warning within the Party to a verbal warning. That's it!"

Upon hearing Sha Ruijin announce the proposed handling of Zhao Donglai, Gao Yuliang remained silent, which was tantamount to acquiescing to this approach.

Hou Liangping already had grievances, and hearing that Zhao Donglai only gave a verbal warning, he was furious. He angrily said, "I don't accept this! Why did Zhao Donglai only give a verbal warning, while I was removed from my party post?"

"..."

Zhao Donglai was stunned. Are you kidding me? Are you playing around?

My punishment has been reduced, and it hasn't affected your punishment at all. What do you mean by jumping out to bite me now?

I'm afraid my brother will cry, and I'm also afraid he'll drive a Range Rover.

Zhao Donglai was about to explain when Gao Yuliang spoke first.

"You're not convinced? Hou Liangping, what makes you unconvinced?"

Gao Yuliang slammed his thermos on the table, stared at Hou Liangping, and said angrily, "Because of your unauthorized actions, you hindered the arrest operation, and the drug dealers almost escaped. Do you know how serious the consequences will be?"

"Because of your unauthorized actions, the arrest operation went awry, and now two anti-drug police officers are lying in the hospital. Have you thought about them, their families, their children?"

"The Anti-Corruption Bureau was the one that approved Zhao Ruilong's arrest without prior authorization, and the Anti-Corruption Bureau was also the one that arrested him. What are you complaining about?"

Growing increasingly angry, Gao Yuliang slammed his hand heavily on the table. "In my opinion, your punishment shouldn't be removal from your Party post, but rather expulsion from the Party!"
