Chapter 432

"Pan Tian Lian Chasing and Release Order" in the 6th year of Tianzheng

Chapter 432 "Pan Tian Lian Chasing and Release Order" in the 16th year of Tianzheng

Unlike the "Sword Hunting Order" that appeared many times in history, the "Pirate Stopping Order" appeared for the first time in Japanese history.

Most of the pirates in Japanese history (especially after the Southern and Northern Dynasties era) were tyrants with territories near the sea.

For example, daimyo owns territory, owns territory in the sea (sea rights, sea control rights), and has mutual joint organizations, etc., and they are active in organizations of a certain scale.

Therefore, just like the people of the country and Yixiangzhong (not Yixiangzong), they need to be distinguished from pure pirates in nature, and they are also called "pirates".

Of course, like pirates in the general sense, they sometimes attack coastal areas and merchant ships sailing at sea, or accept the entrustment of daimyo and merchants to guard ships (guards) is also one of the main activities.

Especially when the Muromachi shogunate was investigating and cooperating with trade, the shogunate was forced to recognize their legitimacy and gave them the task of guarding the sea.Therefore, pirates are also called "police and solid public".

In connection with this, the money they collect in the name of guards is called "police fee", and the facilities set up at landing ports and other places for entrusting and charging police officers are called "police gates".

The authority of the shogunate declined in the late Muromachi period. After the power was dispersed, pirates from all over the country also carried out political self-reliance. They no longer obeyed a certain daimyo, but acted as an equal relationship, or acted as mercenaries, as independent from the daimyo. organization activities.

Therefore, it often happens that supporting daimyos are changed according to the situation.

One possible factor that caused this is that due to changes in the social currency economy and logistics, trade income began to exceed the grain output of the land, and the income of the pirates' police fees increased.

In the later period of the Warring States Period, there were more cases where the powerful daimyo turned the pirates into the navy. The Okayama people that Ukido initially controlled were the lower-level pirates of the original salt-filled water army.

Later, as the Uki family gradually became stronger, their forces spread across both sides of the Seto Inland Sea, and even the salt-filled water army itself had to submit to the Hide family.

Even the Murakami navy on the west side of the Seto Inland Sea, which originally belonged to the Mori family, was divided into two because the Hide family controlled Iyo, and the pirates whose territory was in Iyo became Hide's subordinates.

The "Pirate Stop Order" issued by Hideyoshi requires all Japanese sailors to stop engaging in piracy and to terminate the right to collect sail money and police materials, and also to put an end to smuggling transactions. And authorize specific daimyo to conduct foreign trade.

Hideyoshi's wording in the "Pirate Cessation Order" is very harsh, and only gives the pirates three options:

First, for a specific pirate leader with great power, he is required to become a famous name in the Toyotomi regime, such as Yoshitaka Kuki;

Second, for those pirates who have a certain power, but do not belong to the commanding party, and are far away from the direct leadership of the Toyotomi family, they are required to become a retainer group of a specific daimyo, such as Murakami and the Salt Water Army;
Third, the scattered pirates on the seashore are required to work part-time for fishermen in fishing villages near the sea. They are required to give up their arms and become farmers.

Of course, there is a fourth option, that is, all pirates who do not choose the above three paths are required to be executed on the spot.

These two policies seem to be policies to stabilize law and order. In fact, Hideyoshi passed legally binding paper documents, which established the boundary between warriors and civilians, and laid the foundation for the next step of the national separation of soldiers and farmers. .

At the same time as these two military-related policies were promulgated, there were also the "Bantianlian Chasing and Release Order" for Chechidan, the "Leshi Order" for trade, and the "World Inspection Order" for Zhixing Statistics.

"Bantianlian" is the Japanese translation of the Portuguese "Padre", which means priest or missionary, and "chasing" means exile.

Since the only Christian denomination introduced to Japan at that time was the Catholic Church, the decree was actually aimed at businessmen and missionaries from Catholic countries such as Spain and Portugal.

The historical "Ban Tian Lian Chasing and Release Order" was issued on June 15, the 1587th year of Tianzheng ([-]), but this decree in this life was more than a year late.

Correspondingly, unlike Hideyoshi's relatively tolerant attitude towards daimyo and samurai in history, Hideyoshi's "Bantianlian Chasing Order" is much tougher than in history.

The historical "Bantian Lian Chasing and Release Order" mainly agreed on the following points:
(1) Ordinary people have the right to choose their own beliefs, and the government will not interfere;

(2) The governor of the territory, neither the daimyo nor the local attendant, can ask the subjects to convert to Chechedan just because they believe in it;

(This obvious Po Takayama Ukon, historically Takayama Ukon was dealt with because after the "Bantian Lian Chasing and Release Order" was issued, the leader was still forced to convert to Chezhidan.)
(3) If the daimyo is alternated, inherited, or transferred, the people will not be transferred accordingly, and the belief of the people in the territory will not be affected;

(4) If a daimyo whose knowledge exceeds 200 towns or earns more than 3000 kan, if he wants to become a Christian, he only needs to get Hideyoshi's permission;
(5) Samurai with less knowledge and practice than this, so they can convert to Buddhism or Shinto sects at will according to their own ideas;
(6) Since there was a clan who overthrew the rule of the Togaken family over Kaga, and coveted Echizen's affairs first, the daimyo was forbidden to use Zhixing as a bait, or threatened to reduce the title and change, and ask his retainers to convert to Chichidan;
(7) It is wrong to sell Japanese to China, the Southern Barbarians, and the Korean Peninsula.Therefore, buying and selling people is prohibited in Japan.

(8) Cattle and horses are important agricultural tools for Japan, and it is unreasonable to buy and sell cattle and horses for food like Chietchitan.

All are strictly prohibited by these provisions, and those who violate them will be severely punished.

Hideyoshi in this life has made changes to the above (1), (3), (4), and (6):

(1) People who already believed in Chechidan are allowed to keep their beliefs, but Bantianlians are not allowed to develop new believers.

If Qiezhidan is married to Qiezhidan, the child born can continue to believe in Qiezhidan, and if Qiezhidan is married to other religious objects, the child born can no longer believe in Qiezhidan;
(3) In the event of alternation, succession, and transfer of daimyo, the people will either transfer the title with the previous lord, or convert to Buddhism or Shintoism on the spot, and those who are unwilling must apply to the government and move to still after approval. Accept the daimyo of Chezhidan.

(4) A daimyo whose knowledge exceeds 200 towns, or whose income exceeds 3000 kan, or a samurai whose knowledge exceeds 80 towns and earns more than 1000 kan, can continue to believe in Kiritan only after Hideyoshi’s approval, otherwise he must convert within a limited period;
(6) All major names in the world need to strictly limit the number of qietan's retainers who must be kept and accepted, and they need to be restricted and reported to Hideyoshi for approval after statistics.

From the amendments to the above regulations, it can be seen that Hideyoshi’s vigilance towards Kiritan is much higher than in history. Although Hideyoshi in history has imposed certain restrictions on Kiritan, it has been completely blocked, especially in the belief of the people.

However, Hideyoshi in this life has a particularly strict attitude towards Kiritan, and has restricted the number of people who believe in Kiritan. Kiritan can only continue to believe in Kiritan if he and Kiritan become biological heirs. .

Including point (3) also restricts the believers of Chetchitan, restricting them to a specific area, and when the lord no longer accepts Chetchitan, they either convert or migrate at home.

As the saying goes, it is hard to leave the homeland. Believers who leave the land are refugees, and they may live worse than beggars in Xinling. Hideyoshi hopes to use this policy to reduce the number of people who believe in Chietchitan today.

At the same time, Hideyoshi is much more strict with the daimyo Hideyoshi than in history. Hideyoshi in history only asked daimyos who wanted to convert to Kirichitan to report to him for approval. There was no restriction on those who had already converted.

But in this life, all the big names in the world, whether they have already converted or are about to convert, need to get his consent, otherwise they must convert within a time limit.

Article (6) even requires the daimyo under his command to help him restrain the samurai who believe in Kiritachidan in his territory. Many daimyos will ask the samurai who already believed in Kiritachitan to convert back because they are afraid of Hideyoshi's majesty or are too lazy to cause trouble.

For these big names, if there are samurai who are unwilling to convert, they can use this as an excuse to withdraw their knowledge and expand their strength.

For Xiujia, the influence of this order was good, because Xiujia had expected this to happen, and exiled most of the Chechidan residents in the territory to Ezo.

Now the Xiu family can just use the "Bantian Lian Chasing and Release Order" to force the Chezhidan people who depend on the land to be shipped to the north.

If there is definitely an influence, it is those warriors who converted to Chezhidan. In the past, the Xiu family had no basis to restrict their beliefs.

With the release of the "Pantian Lian Chasing and Release Order", Xiujia can not only restrain them, but also imply that they accept the arrangement of transferring the seal to Ryukyu or Ezo, and also show that this is a private acceptance of their beliefs, making them They are grateful to Xiujia.

The only more troublesome thing is an important minister like Akashi Quandeng. His abilities are top-notch even in Japan.

Then there is only one way left—false conversion.

Xiujia could only report on his behalf that he had converted, and told him privately to keep a low profile in the future and not deliberately show Qie Zhidan's beliefs. Of course, all of this was in the name of protecting him.

If we say that "Bantian Lian Chase and Release Order" is good for Xiujia, it is that Xiujia can finally have a clear reason to limit the development of Qiezhidan in Ezo.

The release of the "Bantian Lian Chasing and Release Order" caused quite a stir in a short period of time, especially in the Kyushu area where Chechidan believers are all over, which triggered a wave of violence that swept the entire Kyushu.

It is said that the number of people participating in the rebellion exceeded 10, so that the daimyo who were sealed in Kyushu were not even able to suppress it. The foreign daimyo headed by Kobayakawa Takakage jointly signed a letter to Hideyoshi, asking Hideyoshi to suspend the fact that "Bantenren Pursuing Order".

In the end, Hideyoshi had to revise the "Bantenlian Chasing and Release Order", temporarily allowing ordinary people to continue to believe in Chichidan, but the samurai class must be restrained. If they are unwilling to change their beliefs, they will lose their samurai status and become civilians.

At the same time, Hideyoshi accepted the first list of those who were allowed to continue to accept the belief of Kiritachitan, including the Otomo family, which made the people of Kirichitan in Kyushu flock to Kitahyuga and Bungo, stimulating the economy of the Otomo family in a short period of time.

But in fact, Otomo Yoshitomo, the current governor of the Otomo family, does not believe in Kiritan, and most of his retainers also believe in Buddhism. On the contrary, the old patriarch Otomo Zonglin is a believer in Kiritan. The root of the disaster.

Unlike the Hide family, who have been insisting on eradicating the belief in Kiritan for many years, daimyos in the world generally did not restrict the belief in Kiritan in the past.

Therefore, when the time limit was almost up, other countries reported more or less samurai who believed in Kiritan from more than a hundred famous families, and across the Seto Inland Sea, the Okayama Fan, which dominated the Western Kingdom, reported a total of 32 Kiritan warriors!
Hideyoshi's performance was widely praised by Hideyoshi in the Chinese New Year Congratulations, but he was also labeled as the daimyo of Fanqiezhidan, which made Hideyoshi encounter many obstacles when doing business with Nanban merchants.

In fact, the purpose of Hideyoshi's "Bantenlian Chasing and Release Order" was to separate the missionary and trade of Westerners, but the Nanban merchants headed by Spain were extremely fanatical believers in Xiqiezhidan, and the essence of their trade was to cooperate with Bantenlian. They opened the seal of faith in Japan, and opened up a larger commodity market by assimilating the Japanese.

After Hideyoshi's "Bantianlian Chasing and Release Order" was issued, the number of Nanban merchants decreased sharply in the next two years, and the import of goods decreased greatly. The Spanish merchants seemed to want to use this to put pressure on Hideyoshi.

However, with the entry of Portuguese and Dutch merchants, these pure merchants who valued money more than faith quickly made up for the market after the Spanish merchants withdrew.

This further led to the outbreak of the "Battle of San Salvador" between the Spanish East Asian Chamber of Commerce and the Dutch East India Company in 1641.

Under the cover of the huge influence of "Bantian Lian Chasing and Release Order", the promulgation of "Leshi Order" seems a bit ignorant.

Now many people like to talk about "Le Zuo" and "Le Shi" together because they were influenced by the game "Tai Ge" by An Rong.

There is a card in the game called "Le Zuo Le Shi", which means that capable officials stimulate the economy by restricting big businessmen and encouraging small traders, and increase the trade income of the territory, which is similar to the current "Small and Micro Enterprise Support Policy".

But in fact, "Le Zuo" and "Le Shi" are completely separate and contradictory!
Due to their contradictory nature, it is basically impossible to promulgate these two edicts at the same time!
In the society at that time, "Zuo" was a big group and a big business name, and the so-called "Le Zuo" was a franchise for the big business, that is, the royal businessman in the game.

The "Le Market" is similar to designating a specific area, allowing the handicraft industry and ordinary farmers to directly sell the goods in their hands to other people in need.

In other words, "Lezuo" is similar to "Salt, Iron, Tobacco and Alcoholic Franchise", except that it covers a wider range of products and has a larger customer base.

And "Leshi" is equivalent to the direct sales of manufacturers (origin) in later generations. There is no middleman to make the difference, and at the same time, the manufacturer earns more profits.

And Hideyoshi's Rakushi Order promulgated this time is to demarcate special areas in the castle towns of major cities in the countries directly under his jurisdiction, and allow people who have paid the entrance fee to directly interact with consumers on specific days of each month. Business is a bit like "going to the market".

Judging from the fact that it only demarcates a specific area and a specific time of the month, Hideyoshi still relies on major merchants and dares not infringe on their interests. In essence, this "Rakushi Order" is just a discussion between Hideyoshi and the merchants. Yes, it's just a small favor released to ordinary people.
