As they spoke, Allen pushed his bicycle out of the shadows.
Upon seeing who it was, Gordon couldn't help but twitch his lips.

In Gotham City, there are many hot-blooded young people who impersonate Batman to fight for justice, and they are at least 80% similar in appearance.
"Immediately put your hands behind your head and lean against the wall," Gordon said sternly.
