Clearly, Bruce didn't understand the pun in the sentence.
The reason he was worried about the Joker being locked up in Arkham was because he feared he would be rescued again.
Are you still worried about Allen even though he's not in Arkham?
Please, he goes out of the mental hospital every day, but has he ever arrested any criminal?
These past few days, I've been busy having fun.
"Principal, if you're not going to invite me to dinner, I'm leaving," Allen said, standing up.

"You still won't admit it." Allen explained with a sly grin, "Our Gotham Criminal University is dedicated to cultivating criminal talent. Principal, haven't you always used arrests to train criminals to improve, hoping that one day they can step onto the international stage?"

Bruce realized the implied meaning.
He became Batman with a no-kill policy, so he only tried and imprisoned criminals, which led to criminals escaping from time to time and starting to cause trouble again.
The criminals have indeed grown and improved after each lesson.

I changed into my personal hospital gown and lay down on my personal hospital bed.
