Chapter 3724
According to the plan of the Executive Committee, the Special Operations Division's several jurisdictions in the Indian Ocean direction, including the initially formed Phuket Island and Hamban Port, as well as the recently started construction of Fubo and Zhenhai Ports, will not only have the functions of military bases, but will also gradually improve management agencies and supporting facilities in accordance with the standards of port cities.
At the same time, a petrochemical industrial base will be built with Fubo Port as the center, which will radiate to the Persian Gulf region in the future and have a complete industrial chain of oil exploration, mining and refining.
In order to achieve this goal, the Executive Committee spared no effort to draw a group of officials and technicians from various departments to follow Shi Diwen to the area.
The Hai Han Department of Culture and Education organized a team of 15 people to participate in this visit. Their main task was to inspect the implementation of culture and education in the jurisdiction of the Special Operations Division, and to prepare for the subsequent construction of schools, allocation of teaching staff, and improvement of the education system in the local area.
The students of the local schools mainly come from the special operations division. In fact, they are equivalent to schools specially run for the children of the special operations division.
With the certification from the Ministry of Culture and Education, the academic qualifications of students who complete their studies from these schools will be recognized by the country. This is also a stepping stone for them to study in higher education institutions and join the military or officialdom.
For the soldiers of the special operations division who are on duty overseas all year round, the future of their children is naturally a very important matter. Only after the country provides basic cultural and educational guarantees can they serve in the army with peace of mind.
In addition, the medical and health department under the management of the Ministry of Culture and Education also sent a team of ten experts to the local area to provide training for the military doctors of the special operations division.
Hai Han’s Ministry of Land and Resources sent a team of ten people with two tasks: one was to confirm the special operations division’s actual control area in the local area and formally incorporate it into Hai Han’s territory; the other was to refer to the maps and charts drawn by the special operations division during field surveys and revise the map data drawn by the Ministry of Land and Resources based on the big data database.
Although these tasks are tedious and usually unknown to outsiders, they are necessary procedures. The results of Hai Han's overseas expansion must go through such procedures to obtain final certification.
The Hai Han Ministry of Agriculture’s team is composed of sixteen agricultural experts, and the current Minister of Agriculture, Gao Huan, is the personal leader of the team, which shows the importance attached to this mission.
Phuket and Hambantota are both okay, after all, they are in the resource-rich South Asian region, and both growing grain and cash crops there can yield relatively good harvests.
The two ports of Fubo and Zhenhai, located in the desert area, will also be a great challenge for agricultural experts. The environment there is also completely unfamiliar to them, and the agricultural techniques and seedlings they currently have may not be suitable for the local environment.
The team of Hai Han’s Ministry of Commerce is very large, with more than 30 people in total, and is divided into two major departments: commerce and finance.
The main task of the trade department is to set up official trade agencies in various ports under the jurisdiction of the special operations division, assist the special operations division in operating these ports, and establish cross-border trade channels.
The task of the financial department is to set up Haihan banks in all areas under the jurisdiction of the Special Warfare Division and promote the use of Haihan currency and trade settlement system in the region. The Special Warfare Division cannot do this job, and the relevant departments can only send special personnel to be responsible for the operation of the bank. Some trade negotiations that the Special Warfare Division is not convenient to handle directly will also be handled by professionals from the Ministry of Commerce. Although this may reduce some of the gray income of the Special Warfare Division, it is only a matter of time before overseas trade is brought under national supervision, and Qian Tiandun will not have too many complaints about this.
The Hai Han Ministry of Transportation also sent a team of more than 20 people, among which the maritime department was mainly responsible for establishing management agencies for several ports under the jurisdiction of the Special Operations Division, formulating daily operation plans, and arranging ship schedules and routes.
The task of the Shipbuilding Department is to investigate the local environment, select a suitable place to build a shipyard, and try to meet part of the shipbuilding and daily maintenance needs locally.
However, the Special Warfare Division has already taken the lead in this matter. The first phase of the shipyard has been completed on the coast of Phuket, and it can currently provide some simple repairs and maintenance for the warships under the command of the Special Warfare Division. The second phase of the dry dock has also entered the construction stage. After completion, the shipyard will have the hardware conditions to build exploration-class warships.
At present, the most needed help for Phuket Shipyard is actually experienced shipbuilding technicians. This is difficult to solve by the special operations division itself, and can only be coordinated by the official competent department to gradually recruit people from other shipyards.
The Ministry of Transport team also has a special task, which is to start planning and formulating a construction plan for the Suez Canal based on the information provided by the Special Operations Division. Although this project will not start in the near future, the Executive Committee believes that it is necessary to start preparations earlier so that there will be more time to improve the plan.
The largest team naturally belongs to the Ministry of Industry. The Executive Committee hopes to start oil exploration in the local area as soon as possible, so in addition to more than ten experts led by Tian Yeyou, the head of the Mining Department, this team also includes hundreds of operators with experience in oil exploration and production, as well as more than 100 tons of various exploration equipment.
Tian Yeyou has been traveling around the country for years, exploring mineral deposits and organizing mining for Hai Han, and he spends most of the year sleeping outdoors. Although he is not yet sixty years old, his health is not as good as those of his colleagues who live a life of luxury. He has already submitted a report to the Executive Committee requesting early retirement, and compared this business trip to the Middle East to his "last battle."
Of course, even if this report is submitted, the Executive Committee may not approve it, and they will most likely try to persuade him to stay in office.
After all, Tian Yeyou is the only one among the time travelers who possesses professional skills in this field. Although he has also trained many apprentices, the professional level and experience of those young people cannot be compared with that of the old master, and they cannot replace the role he can play.
When it comes to a big project like the one in the Middle East, the Executive Committee obviously trusts Tian Yeyou's abilities more.
In addition to these teams, the fleet that actually undertook this mission was still mainly composed of the military. The East China Sea Fleet under Shi Diwen took on this mission without hesitation.
In order to ensure the safety of the trip, the East China Sea Fleet will also dispatch a standard fleet this time, and will withdraw several main battleships, and it is expected that at least 2,000 people will be dispatched. This is why Shi Diwen asked Shi Chengwu not to rush to take action in Nanjing, and all military actions should wait until he returns from this visit.
This visiting inspection team includes three high-ranking officials who were born as time travelers: Shi Diwen, Gao Huan and Tian Yeyou. Shi Diwen is also a current member of the Executive Committee. It can be said that his rank is quite high, enough to represent the Executive Committee in various diplomatic activities and make some important decisions.
